They change by county, not state. The 2026 baseline conforming limit applies in most counties, with high-cost counties in California, Colorado, and the Northeast going substantially higher.
Which states have the highest closing costs?
States with transfer taxes and attorney-required closings — New York, Delaware, Pennsylvania, and Maryland — run highest. Arizona, Nevada, and most of the Mountain West run lowest.
